The initial phase focuses on treating patients with stable chronic conditions and minor illnesses. All 350 consultation slots available on the first day were fully booked by late morning. Hospital chief executive Dr. Eric Cheung Fuk-chi described the opening as smooth, noting that the relocation of services from Queen Elizabeth Hospital is a large-scale, phased project.

Further services are scheduled to be added in phases. Specialist outpatient services will begin on October 26, expanding treatment options to include neurosurgery and some oncology patients, with an expected daily patient flow of 500. The hospital's largest division, the department of medicine, will start operations on November 12.

While patients reported positive experiences with the hospital's organization and facilities, some lawmakers have raised concerns about public transport accessibility. Legislators have called for improved publicity regarding transit options and an increase in the frequency of feeder services to the hospital.

The opening of Kai Tak Hospital is expected to contribute to a more balanced distribution of medical resources across Kowloon Central and Kowloon East, enhancing healthcare accessibility for residents in the eastern part of the region.
